The Dubai Customs Authority has released Customs Notice No. (03/2026) and Customs Notice No. (04/2026), outlining updated customs procedures and introducing new temporary facilitation measures for goods movement seamlessly, including the activation of the Green Corridor between Dubai and ports of the Sultanate of Oman (‘Oman’) for shipments through land routes. The key aspects of these notices are summarized below:
Notice no. (03/2026): Temporary customs facilitation for cargo destined to Jebel Ali Port & Dubai Free Zones through the ports Khorfakkan and Fujairah (effective from March 08, 2026)
Temporary Facilitation

- Cargo may move by road under customs transit directly to Jebel Ali/ Free Zones without the regular clearance at the arrival port and customs clearance will be done at respective freezones
Operational Procedure

- Containers discharged at the ports shall be loaded onto trucks and moved under bonded (secure) customs transit directly to Jebel Ali/ Free Zones
- Containers shall be received in designated yards upon arrival at Jebel Ali/ Free Zones until completion of the currently applicable customs procedures
Responsibilities

- Management of the bonded customs transit for road transfer will be with its respective shipping line/ agent
- Process for customer declaration and completion of customs clearance by the consignee or authorized representative before the release of the cargo
- DP World will be integrating the manifest information with Dubai Customs’ electronic systems via the existing interface as used for vessel manifests
Notice No. (04/2026) : Activation of the Green Corridor between Dubai and Oman Ports (effective from March 12, 2026)
Scope
-
- Green corridor for goods arriving via Oman’s sea, destined for local market or free zones in Dubai including
- Goods transferred from the local market or free zones in Dubai for exports via seaports of Oman
- Certain specified goods are not covered under this scheme
Procedure

- Customs declaration and clearance of the cargo from international origins at Omani seaports in line with Oman Customs before the same is ready for the movement of goods to Dubai
- Transport under Oman Customs supervision through Al Wajajah border and, then to the Hatta border in Dubai
- Customs Clearance at Hatta border by Dubai Customs Authority
- Subject to inspection before the customs, seal is affixed to the containers/trucks

- For Local market: Clearance at the Dry Port Customs Center
- For Dubai Ports or Free Zones: Clearance at the concerned customs center at Dubai ports within the respective port/ free zone
Transferred Goods from Dubai via Ports of the Sultanate of Oman

- Customs declaration with Dubai Customs before movement
- Inspection at the Hatta border, before being transferred to the Al Wajajah border under Oman Customs’ supervision
- Customs declaration and clearance in line with the Oman customs procedures before proceeding to Oman’s seaports
