Implementation of Mechanism for Signing Customs Declarations using the UAE PASS

In a significant step towards enhancing secure, efficient and digitally integrated trade processes in the UAE, the Dubai Customs has issued Customs Notice No. (10/2026) (‘the Notice’) implementing a mechanism for signing customs declarations using the UAE digital identity (‘the UAE PASS’) with effect from 10 May 2026. The key aspects of the Notice are summarized below:

- Only Authorized Persons, i.e., those with legal authority to sign on behalf of the company/ entity can sign using UAE PASS, which shall be verified

- Active user account on Dubai Trade portal is mandatory
- UAE PASS must be linked to the Dubai Trade account (by following guided steps on first UAE PASS login)
- Access shall be restricted to authorized persons only
- Emirates ID must be correctly updated in the Customs registration
- Emirates ID verification is required for all digitally authenticated transactions
